Chifeng Gold’s Lane Xang Minerals Limited Company (LXML) operates the Sepon Gold and Copper Operation, located in Vilabouly District, Savannakhet Province, Lao PDR. We are committed to the development of Laos through our production of cooper and gold, whilst striving for business excellence throughout the business. In 2025, our planned production is 5,703 kg of gold and 10,010 tonnes of copper.

Reporting to the Superintendent – Community Development & Engagement, the Supervisor - Community Development will lead and supervise the Community Development (CD) team to achieve optimal productivity and cost-effectiveness in executing community development and community engagement (CE) programs/projects. This role will be responsible for annual community targets, including overseeing the planning, monitoring, and reporting for CR&D programs. The Supervisor will also foster and maintain strong, positive relationships with the Sepon host communities to support the Sepon Gold and Copper Project’s operations and enhance LXML’s corporate image.
Key Responsibilities Include:
- Strict adherence to work-safety standards and community values in all activities and project planning to ensure alignment with both LXML and local community expectations.
- Design work plans, forecasts, and budgets for the CR&D section to achieve its targets and ensure that distribution of funds is reaching as many communities as possible.
- Conduct weekly assessments of the team’s performance, reporting progress and escalating any issues to relevant stakeholders
- Revise the CR&D plan to incorporate emerging opportunities and align with new directions or guidance provided by the CSR Department Management.
- Provide coaching and mentoring to team members to ensure the team is working at the best level
- Maintain good governance and consistent regulatory compliance across all levels of government and the Sepon host communities, ensuring strong support from key stakeholders.
- Coordinate and organize events that align with cultural protocols, particularly in facilitating district, provincial, and government visits to the Sepon site.
- Monitor and support local businesses involved in Sepon Project supply chains, helping to resolve any issues related to their services/products.
- Conduct both desk-based reviews and on-site visits to ensure effective monitoring of community development initiatives.
- Ensure that monitoring reports inform management’s decisions, reflecting the current development programs and the annual work plan review.
Experience, Skills and Qualifications:
- Bachelor’s degree in economics, Business Administration, Management, or a related field.
- Minimum 5 years of supervisory experience in community development or stakeholder engagement, including at least 3 years working with ethnic communities.
- Valid Lao driver’s licence (B).
- Strong experience in planning, implementing, monitoring, and reporting on development projects
- Proficient in Microsoft Office, with strong ability to maintain and analyze daily work records and reports.
- Strong report writing skills in Lao and English; basic Chinese is an advantage.
- Proven leadership in managing cross-cultural teams, performance coaching, and capacity building.
- Effective in public presentation, negotiation, and conflict resolution.
- Knowledge of local ethnic cultures, government development plans, and public-private partnerships.
