Senior Superintendent – Community Relation & Development

Chifeng Gold’s Lane Xang Minerals Limited Company (LXML) operates the Sepon Gold and Copper Operation, located in Vilabouly District, Savannakhet Province, Lao PDR. Reporting to the Vice General Manager – Corporate Social Responsibility, the Senior Superintendent – Community Relation & Development is responsible for developing, implementing, administering, and managing the Community Relations and Development (CR&D) Section to effectively support the Sepon projects across both Vilabouly and Sepon District. The role extends to conducting Government liaison with the Savannakhet Provincial Authorities to ensure effective land access, asset compensation, grievance resolution, and community engagement. It also includes engagement with government officers on site and the delivery of sustainable community development initiatives under the Trust Fund (TF) and the Fund for Assistance to the Disadvantaged Group (FADG), targeting local families. This role is Sepon site based in Vilabouly District, however, travel to head office in Vientiane and in Savannakhet will be required as per the business need.

Key Responsibilities:

• Initiate and develop well workable community relations and development’s strategy, work-programs in aligning with best practices to meet company's objectives, plan, goal, and growth.
• Administrate the community responses, Trust Fund, FADG, local community business to get best social license for Sepon project to smoothly operate and LXML’s Legacy.
• Manage and work with Govt. missions, VIP visitors, company’s functions on site extended to the informative inputs to the draft of company’s media for public release.
• Oversight of good workable corporate community relations/sustainable community development, grievance screening and management, informative community engagement, and dissemination of Sepon project update and the internal and external releases throughout all levels of business and government.
• Provide guidance on site-related matters to maintain alignment with Lao legislation and LXML standards.
• Administrating the community relations, sustainable community development ensuring that the company’s functions, meeting, presentations, and activities are well comply with the relevant legal and internal guidelines.
• Effective communication, collaboration with all the key departments, and the compilation of CR&D’s weekly, monthly, quarterly and annual CR reports.
• Be the central contact for the completion of the annual Environment-Social Governance (ESG) report.

Qualifications, Skills and Experiences

• Tertiary qualified Social Science, bachelor’s degree and additional at least two years of professional experiences related to the socio-economic area.
• Professional experience in community relations and Govt (mining industry is preferable).
• Project management, operational administration, cost effectiveness (budget, forecast and time-scheduled).

Acceptable skill in Report writing in English, English-Lao translation, and Chinese is preferable.

• Excellent in teamwork building, awareness of Lao national culture
• Competency in negotiations and reconciliation to conflict resolution skills.
• Proficient in project management and MS Office tools including Microsoft Word, and Advanced Excel skills.
• Wider knowledge in Lao legislations, willing to improve the social-community development.
