Vientiane, Lao PDR – On August 25, 2025, Lane Xang Minerals Limited Company (LXML) and the Department of Heritage under the Ministry of Culture and Tourism held a formal signing ceremony for a Memorandum of Understanding (MoU) to strengthen cooperation in archaeological research and cultural heritage preservation. The event, hosted at the Lao Plaza Hotel in Vientiane, also featured the official handover of artifacts discovered at the Sepon Mine in year 2022 – 2025.

The ceremony was presided over by Mr. Vansy Kouamoua, Deputy Minister of Culture and Tourism, accompanied by Mr. Phakhanxay Sikhanxay, Director of the Heritage Department, and their respective committees. Distinguished guests included representatives from the Ministry of Culture and Tourism, the Department of Culture and Tourism of Savannakhet Province, the Vilabouly District Administration and its Culture and Tourism Office. The LXML delegation was led by Mr. Saman Aneka, Managing Director, together with his team members.

As part of the MoU, LXML officially handed over 4,374 artifacts uncovered within the company’s mining concession area. The artifacts, representing eight categories – stone, copper, iron, pottery, crucibles, wood, bone and teeth, and beads – mark the fourth official handover, bringing the total number of items preserved between 1995 and 2025 to 12,536 artifacts. These valuable cultural items will be distributed to the National Museum, the Savannakhet Provincial Museum, and the Vilabouly District Cultural Hall for public display and academic research in line with Lao government policy.

In his remarks, Deputy Minister Vansy Kouamoua described the artifacts as “the most precious treasure of the country” and a profound reflection of Lao culture. Citing former President Kaysone Phomvihane’s words, “To lose culture is to lose the nation”, he emphasized that these treasures belong not only to the nation but also to the people of Vilabouly District. He further noted that digital systems will be introduced to ensure modern and sustainable preservation of the artifacts.

Mr. Phakhanxay Sikhanxay, Director of the Heritage Department, reaffirmed that the artifacts will be carefully preserved, studied, and showcased for the benefit of future generations. He highlighted their importance in promoting knowledge of Lao history while contributing to sustainable socio-economic development and tourism.

Speaking on behalf of LXML, Mr. Saman Aneka expressed deep appreciation for the partnership with the Heritage Department, stating: “LXML places great importance on preserving the cultural heritage of the Lao PDR. This MoU demonstrates our continuing commitment to work hand in hand with the government to safeguard historical treasures. It is an honor for LXML to contribute to this meaningful endeavor, and we hope this cooperation will serve as an example for society at large.” He added “Vilabouly is acknowledged internationally as one of the first mining and metallurgy sites in Southeast Asia. Ancient mining practices continued there about 1,300 years ago, where people excavated rich copper ore and refined it in Peun Baolor and Thong Na Gneuak (Dragon Field) locations. Since 2008, LXML has invested over US$1.8 million to conserve 3,000 years of Lao history through a unique archaeological program in cooperation with the Department of heritage, ministry of Information, Culture and Tourist, National University of Laos and James Cook University in Australia.”

LXML’s support for cultural heritage preservation began in 2004. Between 2004 and 2008, the company founded Heritage Department teams to conduct salvage operations at Sepon, including the construction of a temporary storage facility for artifact preservation and analysis. From 2008 to 2019, LXML supported a three-party MoU with the Heritage Department and James Cook University (JCU), Australia, resulting in four joint research agreements. Since 2019, LXML has advanced its cooperation through bilateral MoUs with the Heritage Department, with this signing marking the second MoU under the two-party framework.

Through its ongoing collaboration with the Heritage Department, LXML reaffirms its commitment to supporting the Lao Government’s efforts in cultural preservation, environmental conservation, and sustainable development. ໃນການລົງນາມເຊັນບົດບັນທຶກຄວາມເຂົ້າໃຈ ໃນຄັ້ງນີ້ ມີຜູ້ແທນຕາງໜ້າຈາກຫລາຍພາກສ່ວນເຂົ້າຮ່ວມເປັນສັກຂີພະຍານ ເຊັ່ນ: ຫົວໜ້າກົມ-ຮອງກົມ, ຫໍພິພິທະພັນແຫ່ງຊາດ, ຄະນະພະແນກວັດທະນະທຳ ແລະ ການທ່ອງທ່ຽວ ແຂວງສະຫັວນະເຂດ, ປະທານຄະນະກຳມະການປົກຄອງເມືອງ ວິລະບູລີ, ຫ້ອງການ ຖວທ ເມືອງວິລິບູລີ ແລະ ແຂກຖືກເຊີນຈາກຫລາຍພາກສວ່ນທີ່ກ່ຽວຂ້ອງ.

ນັບ​ແຕ່​ສົກ​ປີ 1995 ເປັນ​ຕົ້ນ​ມາ ຜ່ານ​ໄລ​ຍະ​ເວ​ລາ​ 30 ປີ ຂອງ​​ການສຳ​ຫລວດ ແລະ ​ຂຸດ​ຄົ້ນບໍ່​ແຮ່ ບໍລິສັດ LXML ໄດ້ມອບວັດຖຸບູຮານ ໃຫ້ແກ່ກົມມໍລະດົກ ມາແລ້ວ 03 ຄັ້ງ ແລະ ຄັ້ງນີ້ເປັນຄັ້ງທີ 04 ລວມຈຳນວນວັດຖຸບູຮານທັງໝົດ 12.536 ລາຍການ ທີ່​ມີ​ອາ​ຍຸ​ແຕ່ 4.000 ຫາ 300ປີ, ຊຶ່ງ LXML ໄດ້ມອບໃຫ້ທາງກົມມໍຣະດົກ ຈັດສັນແບ່ງໃຫ້ 03 ພາກສ່ວນກໍ່ຄື່: ຫໍພິພິທະພັນແຫ່ງຊາດ, ຫໍພິພິທະພັນ ແຂວງສະຫວັນນະເຂດ ແລະ ຫໍວັດທະນະທຳເມືອງ ວິລະບູລີ ເພື່ອ​ອະ​ນຸ​ລັກຮັກສາວັດ​ຖຸ​ບູ​ຮານໄວ້ ໃຫ້ຄົນຮຸ່ນໃໝ່ໄດ້ສຶກ​ສາ​ຄົ້ນ​ຄວ້າ ແລະ ​ວາງ​ສະ​ແດງສູ່​ສາ​ທາລະ​ນະ​ຊົນ ເພື່ອ​ດຶງ​ດູດ​ການ​ທ່ອງ​ທ່ຽວ​ທາງວັດ​ທະ​ນະ​ທຳ ຕາມທິດທາງຂອງພັກ-ລັດ ​ໄດ້ວາງ​ອອກ.

ທ່ານ ພະຂັນໄຊ ສີຄັນໄຊ ໄດ້ກ່າວວ່າ: “ວັດຖຸບູຮານເຫຼົ່ານີ້ຈະຖືກນຳໄປເກັບຮັກສາ, ຄົ້ນຄວ້າ ແລະ ວາງສະແດງຢູ່ທີ່ຫໍພິພິທະພັນແຫ່ງຊາດ, ຫໍພິພິທະພັນແຂວງສະຫວັນນະເຂດ ແລະ ຫໍວັດທະນະທຳເມືອງ ວິລະບູລີ ເພື່ອໃຫ້ປະຊາຊົນ ແລະ ຄົນຮຸ່ນໃໝ່ໄດ້ສຶກສາຮຽນຮູ້ເຖິງປະຫວັດສາດອັນຍາວນານຂອງປະເທດ, ເພື່ອນໍາໄປປົກປັກຮັກສາ, ເຜີຍແຜ່ ເຂົ້າໃນການພັດທະນາ ເສດຖະກິດ-ສັງຄົມ ແລະ ການທ່ອງທ່ຽວ ແບບຍືນຍົງ,”

ທ່ານ ສະໝານ ອະເນກາ ໄດ້ກ່າວວ່າ: “ຂ້າພະເຈົ້າຕີລາຄາສູງຕໍ່ການຮ່ວມມື ເພື່ອປົກປັກຮັກສາມໍຣະດົກ ວັດຖຸບູຮານຮ່ວມກັບທາງ ກົມມໍຣະດົກໃນຄັ້ງນີ້. ນັບແຕ່ປີ 2004 ເປັນຕົ້ນມາ, ບໍລິສັດ LXML ໄດ້ໃຫ້ການສະໜັບສະໜູນຢ່າງເປັນລະບົບ. ລະຫວ່າງ ​ປີ 2004 ໂດຍໄດ້​​ຈັດສັນ​ໃຫ້​ມີ​ພະ​ນັກ​ງານ​ຈາກກົມມໍຣະດົກ ໄປປະຈຳ​ການຢູ່​ພາກ​ສະ​ໜາມ​​ ເພື່ອກອບ​ກູ້ເອົາວັດຖຸບູຮານ ທີ່ພົບເຫັນໃນເຂດການຂຸດຄົ້ນແຮ່ ໃຫ້ທັນເວລາ ແລ້ວ​ນຳ​ເອົາມາ​ສຶກ​ສາຄົ້ນຄ້ວາ, ວິໄຈ​ຕາມ​ຫລັກ​ວິ​ຊາ​ການ ພ້ອມ​ທັງ​ມີ​ການລົງ​ທະ​ບຽນ, ເກັບຮັກສາໄວ້ຊົ່ວຄາວຢ່າງຖືກວິທີ ຢູ່ສາງເກັບວັດຖຸບູຮານຂອງບໍລິສັດ ເພື່ອ​ກະກຽມການມອບ ໃຫ້​ແກ່ພາກລັດ ຕາມລະບຽບກົດ​ຫມາຍ​​ທີ່​ໄດ້ກຳ​ນົດ​ໄວ້.
